Workshop Highlights: “Strengthening RIS3 Governance and the Entrepreneurial Discovery Process” – Chios, Greece28 Nov 2019
As part of the RIS3 targeted support project on Lagging Regions and with the objective of supporting preparations for the next programming period (2021-27), the European Commission’s Joint Research Centre (JRC) held a workshop on “Strengthening RIS3 Governance and the Entrepreneurial Discovery Process”. The event took place in the island of Chios on 28-29 November 2019 and it was organized in collaboration with the Ministry of Economy and Development and the Region of the North Aegean. It aimed to support regional and national authorities in Greece in the design and implementation of regional research and innovation policies, by facilitating cross regional learning both within Greece and internationally.

The Joint Research Centre in close collaboration with the Agency for Innovation and Development of Andalusia (IDEA) and the Andalusian Energy Agency hosted a full day consultation activity on the Review of the Industrial Transition of Andalusia at its Seville location on Friday 8 of November 2019. The focus of the meetings was on the industrial theme of renewable energy, batteries and electric accumulators and their various applications in logistics as well as their associated value chains.

The Commission will continue to support actions aiming to improve regional innovation systems in low-growth and low-income regions in Romania, Bulgaria, Poland, Hungary, Greece, Italy, Portugal, Spain and Croatia. This renewed initiative helps regions tackle challenges to innovation (e.g. lack of interaction between local business spheres and academia). It will particularly focus on promoting a greater involvement of business partners and entrepreneurs in the design and implementation of regional innovation strategies.
Which are the principles underpinning research and innovation smart specialisation strategies (RIS3)? What are the core-indicators to monitor the sound implementation of RIS3? Where to find the key data-sources needed to monitor them?
As a key first step in a HESS case study, focussed on strengthening the involvement of universities in the definition of local development policies, JRC visited on the municipalities of Ruse and Gabrovo on 15 November. The meetings prepared the ground for a mapping exercise of the education system - including both bottlenecks and opportunities – that will support the drafting of a comprehensive action plan to promote their active engagement in smart specialisation activities. The specificities of the local context require better adaptation of the HESS working approaches to local needs, particularly because secondary level education institutions are involved in the project.
