According to the National Smart Specialization in Poland, one of the specialisation is to become a circular economy, including selected activity areas.

Polish National Smart Specialisation Strategy addresses several SDGs related especially to healthy society, circular economy, water, climate change, renewable energy, smart city, sustainable transport systems, industry development towards Industry 4.0.

The National Smart Specialisation Circular Economy supports research, development and innovation for the transformation towards the circular economy model. This change involves not only technological and product innovation, but also new solutions, including system, legislative, organisational, financial and educational, having regard to the value chain and all stakeholders. The circular economy model allows to maintain the conditions of efficiency, optimize the value added of raw materials/resources, materials and products and minimise the waste. In Poland, the selected activity areas relate to the manufacture and processing of materials for example: acquisition of raw materials, eco-design, waste and water waste, processing and production. Waste is managed in accordance with the following aspects - prevention of waste formation, preparation for reuse, recycling, other recovery methods, disposal - . All stages are considered in the lifecycle (acquisition of raw materials, eco-design, processing and production, waste and waste water, substitution).

There is a strong need to continue the Smart Specialisation activities in the next programming period 2021-2017, in particular related to entrepreneurial discovery process (participatory decision processes), monitoring and evaluation.

Poland (at the national level) together with 16 regions has developed the coordinated system of 17 RIS 3 strategies. Priority selection policy should be continued with greater  attention on choosing most innovative projects which can ensure sustainable growth and competitiveness. There is room to find new ways of attracting stakeholders in cooperation with partners from other regions or countries to benefit from the quite low transnational cooperation.

Poland promotes a socially and territorially sensitive development, with a high level of employment, good quality jobs and a large scale of entrepreneurship. The benefits of economic growth should be available to everyone, regardless of where they live (SDG 10). Achieving priorities will be supported by strengthening the efficiency and effectiveness of state and its institutions (i.e. better quality of the enacted law, efficient administration, strong system of strategic management of development processes) .
