Chair: Fernando Mérida, Territorial Development Unit, European Commission, Joint Research Centre (JRC), Seville, Spain Welcome Malin Thunborg, Head of growth unit in Region Östergötland The Governance of Smart Specialisation Strategies: recent evidence In early 2018 the Territorial Development Unit of the Joint Research Centre carried out a survey on the Smart Specialisation experience across European regions and countries. The survey intended to take stock of RIS3 implementation, identify critical issues and challenges and draw some lessons and recommendations in light of the debate on the post-2020 Cohesion Policy. The main results of the survey were presented during this session. The presentation focused on respondents' views concerning the governance and stakeholder engagement in Smart Specialisation Strategies. Collective reflection and conclusions: The three partners under review, together with JRC representatives and experts, commented on the main recommendations and lessons learnt emerged during the PXL exercise. Conclusions and follow-up activities were also be provided during this final session. |

Description
This Peer eXchange and Learning workshop on governance of the Smart Specialisation Strategies invited EU countries and regions to reflect on the institutional conditions, procedures and methods for the design and implementation of RIS3. During this workshop, Östergötland (Sweden), North Karelia (Finland) and Nord-Vest (Romania) presented their experiences regarding S3 governance. The presentations were followed by a discussion on key questions, issues and challenges proposed by the partners under review.
This PXL workshop was organised by the S3 Platform in cooperation with the Innovation and Business development of the Region Östergötland and it took place in Linköping (Sweden) on 31 January 2019. This meeting brought together national, regional and sub-regional policy makers from EU countries, representatives from the European Commission and researchers.
The aim was to explore, among others, the following issues:
- Changes/innovations introduced in the governance structure at national, regional and/or local levels (e.g. new institutional actors, new spaces for dialogue and policy learning, new stakeholders involved in the policy process, etc.).
- Novel practices that mark a clear new working method for the public administration (e.g. e governance, open forum discussion and citizen dialogue, etc.).
- Main governance challenges that still need to be overcome in order to successfully design and implement a RIS3.
- RIS3 revision process and main governance implications.

HOW TO GET TO THE VENUE
From Linköping City Airport https
The easiest option to get from Linköping city airport to down town Linköping where the venue is located, is by taxi (about 10 min away from the airport).
Taxis are available directly outside the terminal building. Flygtaxi (the airport taxi) service can easily be booked at the same time as your airline tickets.
To get from Norrköping airport to Linköping, where the venue is located, there are three options – Bus, train or taxi.
By bus or train, you first need to travel by taxi from the airport to Norrköping Trainstation (“Resecentrum”, only a few minutes away) where you can catch a train or a bus
By train (recommended), by bus and by taxi.
A number of taxi companies operate in Stockholm, and their rates can vary. Note that there are fixed rates for transfers to and from Stockholm Arlanda Airport.
