Inter-territorial working group on climate resilience

This new initiative initiated within the PRI Pilot aims to engage the territories involved in the EC Pilot on Partnerships of Regional Innovation with a commitment to systems transformations in response to the climate challenge, in particular those that are also signatories of the Climate Adaptation Mission Charter. Participating regions are encouraged to share experiences, learn from each other, and contribute to the co-creation of shared strategic insights and of regional innovation partnerships, together with the JRC - under collaboration with DG CLIMA - and EIT Climate-KIC, who facilitate this Working Group.

Transformative innovation is fundamental to our efforts to achieving climate resilience. Linking Climate Adaptation (CA) to transformative innovation makes sense for several reasons: Innovation funds can support the exploration and delivery of innovative solutions for CA; transformative innovation is an essential part of the systemic changes that CA requires; and addressing territorial climate challenges systemically can bring a territorial competitive advantage under certain conditions. Central to making these links happen is finding practical ways to increase horizontal and vertical coordination through effective whole-of-government approaches and multi-level governance.

These rationales are at the centre of establishing an Inter-territorial Working Group on Transformative Innovation for Climate Resilience, engaging all those regions involved in the EC Pilot on Partnerships for Regional Innovation with a commitment to systems transformations in response to the climate challenge, in particular those that are also signatories of the Climate Adaptation Mission Charter.

Objectives

The overarching objective of the Working Group is to support territorial collaboration and partnerships in line with the PRI ambitions to integrate and further develop territorial and transformative innovation policies with climate adaptation and resilience. More societal-challenge-driven, systems-transforming, local mission approaches aim to support the development of integrated portfolios of transformative actions. In this context, a central element for the working group is the governance regarding whole-of-government approaches and multi-level governance, both for strategy development and for implementation.

In particular, the objectives of the working group include:

  • Identifying needs and options how to support climate adaptation/resilience through transformative innovation with a specific focus on governance and funding & financing instruments
  • Exploring intractable challenges and key systemic connections that need to be addressed for achieving climate resilience, as well as practical governance requirements for implementing a whole-of-government and multi-funding approach to climate adaptation/resilience
  • Advancing links between (territorial) innovation policies including smart specialisation and climate adaptation/resilience strategies in a whole-of-government approach
  • Exploring and developing inter-territorial collaboration and partnerships on transformative innovation between participating territories based on common interests and with a focus on whole-of-government and multi-funding approaches to climate adaptation/resilience  
  • Developing recommendations on practical ways for governing whole-of-government and multi-funding approaches in support of systemic innovation for climate adaptation/resilience
