The aim of the workshop was to co-construct a State aid map in Energy to facilitate the application of State aid rules to practitioners from Managing Authorities and Intermediate Bodies implementing support measures to energy related projects under different investment priorities, mainly Thematic Objective (TO)1, TO4 and TO7e from the European Structural and Investment (ESI) funds.

Description
In the context of the implementation of their S3 in the area of energy, Member States and Regions plan to invest ESI Funds in projects in innovative energy infrastructures, renewables and energy efficiency solutions. These investments need to be compatible with the internal market rules and should not distort competition. However, State aid issues are frequently raised by Managing Authorities as a concern during both conception and implementation of their support schemes in this area.
Taking into account this background, the S3PEnergy, in collaboration with the Andalusian Innovation Agency (IDEA) and the Andalusian Energy Agency, organised a TAIEX-REGIO Multicountry Workshop on State Aid Map in Energy Sector (ref. 68071) on the 19th and 20th of March 2019 in Seville.
The workshop brought together more than 20 State Aid practitioners from Managing Authorities and Intermediate Bodies, from 11 different EU countries (BE, HR, FI, FR, HU, LT, PT, RO, ES, UK and SI).
Organised within the scope of the REGIO Communities of Practitioners, the aim of the workshop was twofold:
- to be a forum for a fruitful discussion on the application of state aid rules in the energy sector (e.g. energy infrastructures, renewables, smart grids, energy efficiency, sustainable buildings, etc.);
- to co-construct a State aid map in Energy to facilitate the application of state aid rules to practitioners from Managing Authorities and Intermediate Bodies implementing support measures to energy-related projects under different investment priorities, mainly Thematic Objective (TO)1, TO4 and TO7e.
