11:30 - 13:10h - Focus groups - Learning and discussion: Open Data, Open Science and Open innovation and S3 (ODSI-S3)

Three main topics will be the object of this participatory activity, in which participants will be divided into three groups. Each group will work on each topic, sequentially.

The focus groups will have mainly a learning objective, getting acquainted with open data, open science and open innovation domain concepts, discussing their implications, exploring how they can contribute to S3 and vice versa, identifying transversal limitations and challenges.

• Topic 1: ODSI frameworks and principles and their meaning in the context of S3. Criticisms and issues that limit or may challenge the advancement of ODSI-S3
  • Explore in more detail global and EU ODSI frameworks and principles
  • Practical implementations
  • Potential uses / benefits for S3
  • Comment on criticisms and limitations of the paradigms
  • Additional discussions emerging from the group

• Topic 2: Global and EU ODSI initiatives, infrastructures and data sources
  • Presentation of a few global and EU initiatives, infrastructures and data sources
  • It’s not only about data/data sources. Cultural/transformative aspects of ODSI.
  • Limitations regarding information dimensions and available data / data types:
    • unavailability of relevant data
    • codified (available) vs. uncodified information and flows (unavailable)
    • coverage / representatively biases
  • Additional discussions emerging from the group

• Topic 3: Priorities, pressing issues and unsatisfied informational needs in national and regional S3 monitoring (particularly at the policy instrument level)
  • Establish priorities for S3 monitoring within the case study policy mix
  • Information and data wish list responding to the S3 monitoring objectives
  • Networks of stakeholders map to model blocks that may limit the development of the approach (ownership, political relations, etc.)

Ken Guy: Further reflections on S3 evaluation. The presentation will explore the following topics:

• Internal vs external evaluators
• Coordination between the national and regional level
• Evaluations of regulatory framework
• Evaluating S3, when limited results are suspected

15:00 – 16:30 Participatory exchange – part 3

Participants will split into 4 working tables, each addressing one of the topics above, following the methodology described in the document "Participatory exchange – Evaluation", circulated by email.
