Series of Awareness Raising Seminars on S3 Design and Implementation for Kosovo*, Albania, Bosnia and Herzegovina, and Türkiye

The Joint Research Centre (JRC) and the Government of Kosovo organized a three days online seminar on 19th October, 26th October and 5th November of 2020. The event aimed at raising awareness around Smart Specialisation Strategy (S3) pillar topics by encouraging participation from the relevant ministerial representatives involved in the design and implementation of the S3.

The initiative was part of the collaboration with by the Government of Kosovo within the framework of the JRC’s project S3 support to Enlargement and Neighbourhood economies and served as an introductory pathway to the analytical phase that Kosovo plans to launch in order to map the economic, scientific and innovative potential of its territory.


Several international experts joined the event and  discussed the main challenges and benefits of the S3 design phases, such as the quantitative and qualitative mapping, the Entrepreneurial Discovery Process (EDP) and stakeholder´s engagement, the governance and coordination between different governmental layers, as well as monitoring and policy mix in support to S3 implementation.


The seminar addressed the S3 National Coordination Teams from Kosovo who were the main promoters and co-organizers of the seminar that was accessed by the national coordination teams of Albania, Bosnia Herzegovina, and Türkiye with around 30 participants connected. It was an ideal opportunity to gather information and general feedback from good practices on what will be the S3 process in the upcoming months, but it also provided a platform for participants to interact and share common overall issues.
