S3 TRAINING WORKSHOP (PART 2): Technical Training - S3 in Georgia

Smart specialisation is increasingly recognised across the world as well as in Eastern Partnership (EaP countries) as a policy approach targeting investments in research and innovation while streamlining these efforts in a more coordinated and effective way. The European Commission’s Joint Research Center has developed its Smart Specialisation Framework for Enlargement and Neighbourhood Countries. This bespoke Framework translates the principles of smart specialisation into a number of tangible steps that can be applied in the context of Eastern Partnership (EaP) Countries.

Many EaP countries have now expressed their interest in applying the smart specialisation approach in the context of research and innovation policy, economic transformation and job creation, industrial modernisation, regional development and decentralisation efforts. The processes in Ukraine and Moldova clearly demonstrates that significant progress has been made to date in shaping modern R&I and regional policies and a robust commitment to developing smart specialisation strategies by the end of 2020. Georgia, Belarus and Armenia have formally expressed their interest in developing smart specialisation frameworks and launched a number of preparatory actions exploring opportunities in launching S3 pilots.

This seminar aims to provide national and regional S3 teams from Georgia (as well as Armenia and Belarus) an overview of the six-step methodology behind S3: from qualitative and quantitative analyses, identification of S3 priorities, strategy development as well as its implementation. During this workshop, participants will learn in more detail about an operational approach agreed with the national team and based on the JRC smart specialisation framework for Enlargement and Neighbourhood countries.
