EWRC 2020: Voices to be heard: SMEs in the Entrepreneurial Discovery Process in South Eastern Europe

The workshop will discuss the role of SMEs in the Entrepreneurial Discovery Process (EDP) of three countries in South Eastern Europe: Bulgaria, Croatia and Serbia. SMEs’ activity is crucial in many European economies and their involvement in both the decision-making and implementation phases of the innovation agenda can significantly affect the impact of policies on local development. The three countries are strongly internationalised through the integration of local companies in Global Value Chains (GVCs), especially in strategic sectors that may represent a stepping stone for innovation and competitiveness. Nonetheless, this internationalisation often concerns downstream industries, thus limiting the benefits from spillovers on the territory and leaving SMEs a marginal role in the development of local innovation potential. Furthermore, the combination of economic, cultural and political factors may keep entrepreneurs far from policy makers and lead to a mismatch between policy measures and the territory’s needs. The analysis focuses on three economies with similar structural features but at different implementation stages of their S3. Considering the relevance of SME sectors in each case, we look at both the challenges that prevent the EDP from taking place effectively, including SME sectors, and the initiatives taken so far to encourage this process.
