The Regional Innovation Impact Assessment (RIIA) framework has been developed separately but in close cooperation with the HESS project. A JRC Science for Policy Report was published in 2018 in which a RIIA analytical approach was outlined. It covers four categories of university activities, suggesting potential indicators to measure impact. These indicators combine quantitative and qualitative information in a ‘narrative with numbers’ approach. The four categories are:
Following the Science for Policy Report, case studies were launched whereby a selection of universities in Europe were asked to complete self-appraisal reports following the RIIA analytical framework. These case studies are made available here, with the permission of the relevant authors from the universities concerned. They were also used to translate the approach into a model that can be used by independent evaluators to assess the regional innovation impact of universities. This resulted in an open source book that also suggested how the framework may be operationalised as part of EU policies and funding programmes. This book was presented on 18th June at on online book launch organised by the JRC.
