Factors influencing the potential of European Higher Education Institutions to contribute to innovation and regional development

Ensuring Higher Education Institutions (HEIs) contribute to innovation is one of four priorities for action established by the Renewed EU Agenda for Higher Education, which also calls for them to have a broader role in local and regional development (European Commission 2017). While these goals are widely accepted, increasing the regional impact of HEIs is challenging and more complex than policy makers may think, in particular within less developed innovation eco systems. This report analyses the supply and demand factors that influence the potential of European HEIs to contribute to place based innovation.
Skills and Smart Specialisation - The role of Vocational Education and Training in Smart Specialisation Strategies

Vocational Education and Training (VET) can play a much bigger role in Smart Specialisation Strategies than has so far been considered. This is because VET encompasses skill development as well as innovation diffusion and applied research – which together can have a more direct impact on sustainable economic growth, especially of less developed regions. VET also contributes to addressing the demographic challenges which Europe faces, responding to the needs for re-skilling and up-skilling through nonformal training and at different levels of formal VET. Indeed, VET is now offered by institutions across the post-secondary and short-cycle tertiary education landscape, corresponding to forecasts that predict a growing number of jobs in occupations requiring higher level of skills. Taking into account the existing differences across the EU, these ongoing demographic, labour market and technological changes present considerable challenges and opportunities for VET in order to meet the needs of an increasingly diverse cohort of learners of all ages and backgrounds, and the regions in which they are located.

It forms part of the Higher Education for Smart Specialisation (HESS) project, which is managed by the European Commission's Joint Research Centre (JRC) in cooperation with DG Education and Culture.

This document reports the action-research activities conducted under the HESS (Higher Education in Smart Specialisation) project in the region of Puglia (IT). The authors explored two instruments at the opposite end of the higher education spectrum: 1) Istituti Tecnici Superiori (ITSs), i.e. Higher Technical Institutes, a form of technology-based vocational education and training. 2) Innovative Industrial Doctorates (IIDs). These new instruments have not been explicitly taken into account during the development and early implementation of the strategy; however, it has become increasingly important to reflect on the process of human capital creation for S3. The report explores the challenges and opportunities ITSs and IIDs pose, as a first step to understand their potential contribution to Smart Specialisation.

This Handbook provides advice for S3 managers on how to form closer partnerships with Higher Education Institutions, including understanding Higher Education systems and career incentives, the role played by HEIs in the EDP and monitoring, how to design effective funding instruments, and the involvement of HEIs in S3 governance structures.

This Policy Brief reports on the results of the first phase of the project 'Higher Education for Smart Specialisation' (HESS). This includes an analysis of a survey of S3 Platform members related to the role of HEIs in the design and implementation of their S3, an introduction to how the European Social Fund may finance human capital elements of innovation, and a summary of the two pilot case studies in Navarra and North East Romania.

This research study was born from a fruitful collaboration between the Committee of the Regions (CoR) and DG Joint Research Centre of the European Commission (JRC) on promoting the importance of evidence-based policy development for regional and urban policy makers. In particular, the present case study aims to identify key success factors in the Espoo innovation ecosystem, with particular attention to the role of Aalto University as an example of an entrepreneurial university. It seeks to inform policies aimed at supporting the strengthening and emergence of existing or new place-based innovation ecosystems and entrepreneurial universities in other EU regions and cities.

This report contributes to the debate on the role of Higher Education Institutions in RIS3 by exploring the case of Catalonia. It first assesses the role of universities in the overall design and implementation of the Catalan RIS3 and EDP, and then goes in depth into one of its key instruments, namely the RIS3CAT Communities. The latter provide a platform for triple-helix stakeholders to interact and agree on a set of collaborative projects, which can be partially funded by public resources. Based on in-dept interviews with senior university managers and desk-based research, the study highlights how HEIs are evolving and adapting to the new policy environment and identifies the advantages and challenges posed by RIS3CAT Communities as a policy instrument.
