Greece is setting its sight to a sustainable future that also leads to increased prosperity and greater social cohesion. Building on stakeholder consultations and extensive research following the POINT (Projecting Opportunities for INdustrial Transitions) methodology of the JRC, the review explores some of the policy pathways that Greece might take as it moves from a dependence on fossil fuels to an economy that makes greater use of renewable sources of energy and exploits many of the opportunities that are arising in the production and use of batteries in the realms of transport and mobility, agriculture, shipping and defence.

This science for policy report evidences the great potential of the Smart Specialisation approach applied in the context of maritime-oriented policies. Specifically, the report analyses the blue emerging sectors of aquaculture, algae and micro-algae, confirming that marine technology offers innovation potential being a multidisciplinary, knowledge and capital intensive technology. Territorially, although Blue biotechnology offers major potential in coastal regions, it is observed that non-coastal EU regions also specialise in micro-algae and development of bioactive compounds from marine bio-resources. Accordingly, five different types of regional specialisation profiles were identified, reflecting the territorial and socio-economic diversity of EU regions.

This report provides guidelines with respect to concepts, rationales and methodological considerations aimed at experts conducting territorial reviews of industrial transition and at policy makers and analysts with an interest in the operationalisation of transformative industrial innovation. It explains the concepts necessary to adopt a wider framing of the production and consumption system, the rationales for (and objectives of) reviews useful for transformative industrial innovation, and the POINT (Projecting Opportunities for INdustrial Transitions) methodology presented as a series of steps. The report is meant as a resource to be consulted continuously throughout the process of a review.

In its third edition, the EU Blue Economy Report continues to analyse the scope and size of the Blue Economy in the European Union. It aims at providing support to policymakers and stakeholders in the quest for a sustainable development of oceans, coastal resources and, most notably, to the development and implementation of polices and initiatives under the European Green Deal in line with the new approach for a sustainable Blue Economy. For the purposes of the Report, the Blue Economy includes all those activities that are marine-based or marine-related. Therefore, the Report examines not only established sectors (i.e. those that traditionally contribute to the Blue Economy) but also emerging (those for which reliable data are still developing) and innovative sectors, which bring new opportunities for investment and hold huge potential for the future development of coastal communities. Analyses are provided for the EU as a whole and by sector and industry for each Member State.

Ensuring Higher Education Institutions (HEIs) contribute to innovation is one of four priorities for action established by the Renewed EU Agenda for Higher Education, which also calls for them to have a broader role in local and regional development (European Commission 2017). While these goals are widely accepted, increasing the regional impact of HEIs is challenging and more complex than policy makers may think, in particular within less developed innovation eco systems. This report analyses the supply and demand factors that influence the potential of European HEIs to contribute to place based innovation.
