Factors influencing the potential of European Higher Education Institutions to contribute to innovation and regional development

Ensuring Higher Education Institutions (HEIs) contribute to innovation is one of four priorities for action established by the Renewed EU Agenda for Higher Education, which also calls for them to have a broader role in local and regional development (European Commission 2017). While these goals are widely accepted, increasing the regional impact of HEIs is challenging and more complex than policy makers may think, in particular within less developed innovation eco systems. This report analyses the supply and demand factors that influence the potential of European HEIs to contribute to place based innovation.

Squaring the circle: lessons from the role-playing exercises on S3 regional and multi-level governance

The paper explores both policy and methodological questions related to S3 governance. As for the former, the paper investigates the main bottlenecks inhibiting the effectiveness of multi-stakeholder policy development, identifying the administrative and technical needs of those in charge of S3 governance. As for the latter, the paper provides an opportunity to reflect on role-playing as a tool for policy analysis in the context of Cohesion policy.
Synergies between Interreg Europe and Smart Specialisation: A methodological proposal to enhance policy learning

The Interreg Europe (IE) programme supports projects in which interregional consortia develop a set of peer-learning activities, followed by action-plans, aimed at improving given policy interventions. The programme gives priority to projects focussed on instruments in ERDF Operational Programmes that have a direct link to S3. Despite this potential, little attention has so far been paid on exploring systematically the complementarities between Interreg and S3 to maximise policy learning. This paper aims at bridging this gap by framing the relationship between IE and S3 in the broader debate about synergies between different EU funds and stressing the importance of monitoring such complementarities. The present work argues that the Interreg Europe programme can provide a space for experimentation, learning and generation of good practices in S3 that can serve broader purposes. This argument is put forward by describing and analysing an exercise conducted by the Catalan government, which targeted synergies between IE and S3.

This paper illustrates the results of a survey on the Smart Specialisation experience across European regions and countries. Respondents recommend to maintain the current policy framework for the future, while introducing new elements to improve strategies’ efficacy and make Smart Specialisation more responsive to the specific needs of different territories.
Higher Education Instruments and Smart Specialisation Innovative Industrial Doctorates and Higher Technical Institutes in Puglia

This document reports the action-research activities conducted under the HESS (Higher Education in Smart Specialisation) project in the region of Puglia (IT). The authors explored two instruments at the opposite end of the higher education spectrum: 1) Istituti Tecnici Superiori (ITSs), i.e. Higher Technical Institutes, a form of technology-based vocational education and training. 2) Innovative Industrial Doctorates (IIDs). These new instruments have not been explicitly taken into account during the development and early implementation of the strategy; however, it has become increasingly important to reflect on the process of human capital creation for S3. The report explores the challenges and opportunities ITSs and IIDs pose, as a first step to understand their potential contribution to Smart Specialisation.
