State Aid Map in the Energy Sector

ESI Funds managers for S3 and energy across the EU often mention that the assessment whether their public interventions constitute State aid and whether the measure is compatible with the EU competition law is a constant challenge. This report is the summary of the “Workshop on State Aid Map in Energy Sector” organised by the S3PEnergy with the REGIO Communities of Practitioners, as a practical contribution in assisting professionals from national and/or regional authorities on State aid issues in the sector of Energy.

Digital Innovation Hubs as Policy Instruments to boost digitalisation of SMEs

Building upon the knowledge gained during the last two years on how Digital Innovation Hubs (DIHs) operate in different regional socioeconomic contexts this practical handbook aims to provide national/regional policy makers and/or existing DIH managers useful and structured information on how to setup a new DIH or reinforce existing ones while benefiting from available funds with a special focus to the European Regional Development Fund (ERDF) 2021-2027. Given the urgent need of SMEs to rapidly deploy advanced digital technologies to mitigate the negative consequences of the recent COVID19 crisis to their businesses the role of DIHs is more important than ever. The Handbook introduces a step-by-step approach to provide support to policy makers that envisage strengthening DIHs in their regions/countries with a view to accelerate digital transformation of the economy and society. This approach allows to use the Handbook as a reference tool depending on the specific needs and level of implementation of DIHs. The practical character of the Handbook is enhanced with the inclusion of many examples that highlight good practices in the different steps of the proposed methodology.

This report presents the activities performed in the heating and cooling initiative of the Smart Specialisation Platform on Energy (S3PEnergy). The objective of the initiative was to support regions to improve their heating and cooling strategies and to enhance their chances to access EU funds for their projects.

This report provides an overview of relevant EU funding sources for projects aimed at improving energy efficiency and deploying renewable energy in the heating and cooling sector, and to support innovation and job creation at regional level in the same sector. The study covers European funding sources for the current programming period (2014-2020). Where possible, an outlook will be provided for the period beyond 2020 (2021-2027). The overview will focus on public funding, both grants and other financial instruments such as soft loans and guarantees.

Smart specialisation and social innovation: from policy relations to opportunities and challenges

In the energy field, Social Innovation (SI) may evolve into a strong transformational function of the whole energy system. Citizens are in the focus of the European Union’s plans towards an energy transition based on citizen energy and a more decentralised energy system where the consumer is in focus. SI would in this sense not be any more an add-on to classical technology focused innovation, but driving the whole transition process in the energy field. This means also serious repercussions on the regional level, as a more decentralised energy supply system will open-up opportunities for usage of local resources and involvement of citizens and local businesses. With smart specialisation strategies in the implementation phase, clean energy is one of the main priorities for most EU regions.

Promoting solar electricity exports from southern to central and northern European countries: Extremadura case study

A pre-feasibility assessment of a first of a kind solar plant in Extremadura is conducted to demonstrate the possibility to combine EU financing support mechanisms and the cooperation mechanisms of the RES Directive.

This paper suggests that the promotion of inter-regional collaboration – during the implementation of the research and innovation strategies for smart specialisation (RIS3) –can be complemented by the experience gained by the European Territorial Cooperation (ETC) instrument (also known as Interreg). In a moment where regions are focused on the implementation of their RIS3, this paper aims at illustrating how regions could capitalise on the Interreg experience and overcome barriers when promoting collaboration among regions in the scope of their S3 priorities.
