RIS3-PE: For a vision of the Smart Specialisation Strategy in selected innovative territories of the State of Pernambuco
Reports on a study supported by DG REGIO in the framework of its cooperation with the Brazilian Ministry of National Integration. The study promotes the use of smart specialisation principles in the Innovation Strategy of the Brazilian State of Pernambuco. The study relied on advice from the JRC's project on Targeted Support to the Implementation of Smart Specialisation, including participation in one of the Entrepreneurial Discovery Workshops in Portugal.

This Handbook is conceived to encourage regions and cities from all over Europe to adopt the Innovation Camps methodology as a tool to address collectively and effectively societal and economic challenges concerning local societies in a European context – notably in the field of Research and Innovation Smart Specialisation Strategies (RIS3) – through an open, collaborative and inclusive Entrepreneurial Discover Process (EDP) between Quadruple Helix actors (i.e. government, industry, academia, and civil society).

This paper suggests that the promotion of inter-regional collaboration – during the implementation of the research and innovation strategies for smart specialisation (RIS3) –can be complemented by the experience gained by the European Territorial Cooperation (ETC) instrument (also known as Interreg). In a moment where regions are focused on the implementation of their RIS3, this paper aims at illustrating how regions could capitalise on the Interreg experience and overcome barriers when promoting collaboration among regions in the scope of their S3 priorities.
This publication covers a wide range of topics, such as the involvement of regional parliaments in macro-regional strategies, general aspects of governance, policy integration, cross-sectorial cooperation, as well as monitoring and evaluation of macro-regional strategies.
