As well as having academic and policy-oriented presentation, the workshop addressed, with hands on exercises: the use of EU and national open data for S3 monitoring. the drafting and assessing ToRs for S3 evaluation.
This is the first of three workshops, within the targeted support activities, that will tackle the issue of Open Data and Open Science for Monitoring Smart Specialisation. Furthermore, during the workshop we will keep working on the issue of S3 evaluation.
Objective of the workshops: (1) To develop a shared understanding of "S3 Monitoring and Evaluation" (2) To bring S3 technical bodies (who are in charge of the monitoring) close to evaluators. I.e. build the capacity to engage with them, to pursue a meaningful exercise.
Workshop: "RIS3 in Greece: Consolidating Governance and Raising Ambition", Thessaloniki, 13 February
Given its experimentalist and result-oriented approach, Smart Specialisation places a strong emphasis on the role of monitoring and evaluation.
This workshop showcased how different sectors of society are taking an active role in energy action. Contributions are addressed by the smart specialisation strategies at the regional level through a bottom-up participative process.
Innovation Camp is a co-creation methodology that is being tested and promoted by the S3 Platform as a tool and practice that can be embraced by regions and cities to stimulate the collaboration of actors of the four helixes in an Entrepreneurial Discovery Process. This will be the first experiment fully fledged by a region, Catalonia, which aspires to replicate the methodology across its territory in an effort to migrate from a Triple Helix to a Quadruple Helix model, ambition that motivated the creation of CatLabs: a network and a community of grassroots digital social innovation (DSI) actors.
