The session named "Challenges of S3 implementation in SEE: the relevance of governance" included presentations of case studies from Bulgaria, Croatia and Serbia. The presenters were Ruslan Stefanov, expert from the ARC Fund from Bulgaria, Ivana Crnic-Duplancic, expert from HAMAG-BICRO from Croatia, and Viktor Nedovic, Assistant Minister in the Ministry of Education, Science and Technological Development of Serbia.
The speakers presented governance structures for smart specialisation of their respective countries, highlighting specific issues which should be addressed. Among these were the effect of the hierarchy decision-making process to the smoothness of the S3 process, inadequate usage of the regional aspect in terms of both governance and funding availability, needs for continuous EDP for better matchmaking between science and business sectors, stronger focus on regional value chains rather on global value chain perspective, and, perhaps most importantly, continuous evidence-based reporting for decision-making. The session was highly attended by representatives from the research sector, EU bodies, governmental institutions and other international experts.
