This is a tool to search within European Structural and Investment Funds (ESIF) Operational Programmes (OPs) which countries and regions plan to invest in different energy areas, due to them mentioning specific energy-related keywords in different OPs that cover the territory.

NOTE BENE: The tool searches exclusively in the OP’s sections "Actions to be financed".

The ESIF Energy Monitoring tool can therefore be used to identify regions with common or complementary interests in different energy technologies (e.g. Solar, Hydrogen and Fuel Cells, etc.) or areas (e.g. Smart Cities, Skills for energy, etc.), analyse patterns and areas of investments, looking beyond their priorities identified in their S3 and sometimes only partly reflected in the Eye@RIS3 tool.

RESULTS

The ESIF Energy tool indicates the frequency of the specific thematic keywords previously defined by the S3PEnergy team for each “Activity Area”  and "Subactivity Area" (e.g. for the activity area Smart Grid: the keywords are among others: smart grid, microgrid, smart transmission system, interoperability, network management, etc. and their synonyms).

The search result is presented on a map and tables. The data is grouped by region, country, OP, activity area and subactivity area.

There is no strict connection to any amounts, Thematic Objectives or Categories of Intervention.

The OPs are presented with active links. The active links take the user to a dedicated web page in the Inforegio site and ESF site, with more info on the OP and in most cases links to the entire OP text.

The user will also be able soon to export the search results in excel, word and pdf.

The user can select countries, regions and 'Activity areas', which are groupings of keywords in common themes (e.g. Energy Efficiency, Wind energy, etc.).

The tool also allows looking for subcategories under each activity area ('Sub Activity areas') (e.g. Energy Efficiency in buildings, in industry or in transport; Wind offshore or onshore, etc.).

The information on the entire list of keywords and how the dataset has been created is available upon request to the S3PEnergy team.

The ESIF Energy tool contains data from the ESIF Operational Programmes (OPs) (retrieved on 27/10/2017 from the SFC2014/Infoview database), in particular from ERDF, CF, ESF and YEI. The information from the EAFRD dedicated to energy-related activities will also be included in a further step of the tool development.

The SFC platform from where the data is retrieved is a management tool for ESIF managing authorities (MA) at national and regional level and the four ESIF managing DGs (REGIO, EMPL, AGRI, MARE). The data are entered by MA, verified by DGs and if needed corrected by the MA.

All the data have been regionalised. National OPs and interregional OPs have been divided for the regions that are covered by the different programmes.

For transnational collaboration OPs, the number of times a keyword is mentioned has been allocated to each of all the regions or Member States pertaining to this OP.

For most Member States, the geographical level used is NUTS2, with the exception of Belgium, Germany, the Netherlands and the UK where it is NUTS1 and Croatia, Cyprus, Estonia, Latvia, Lithuania, Luxembourg, Malta and Slovenia where it is the national level. Data pertaining to non-EU regions are not included.
