Description

North- East Romania Digital Innovation Hub - ˝Digital Innovation Zone˝  is a not-for-profit initiative, a bottom-up initiative based on the commitment of North-East RDA, 6 Universities, 3 clusters (biotechnology, imagistic medicine and ICT), 3 chambers of commerce, as well as 6 privat companies experienced in scaling innovation & digital solutions in the region of North-East Romania. After its creation, the DIH started a pilot for a small group of enterprises that with the support of Forth Innovation method and coachers from the founders defined each 3-4 business cases based on which the company will be serviced.

North- East Romania Digital Innovation Hub - ˝Digital Innovation Zone˝ is a integrated platform for regional companies to support their digital (r)evolution, covering end-to-end digital innovation process. It provides digital services to private sector companies, in particular, but also to public sector, able to offer the best expertise and skills in technologies needed for digital transformation, all within the framework of European DIHs, perfectly aligned with the Digital Romania Manifesto, launched in November 2016.

The DIH addresses regional digitisation issues by providing SMEs one-stop-shop for tailor made digitalization services in their regional proximity. The coordinators offer at their best the suitable capacity and competences to provide digitalisation services to the regional ecosystem which do not have a clear perception of digitalisation benefits. Our region is a catching-up region but one of the most ambitious in tranforming regional challenges into opportunities by using professional attitude and strong cooperation with local stakeholders and the international partners, especially in the area of innovation and entrepreneruial ecosystem development. The proof is in the 20 years of experience of the North-East Development Agency.

Our main focus is on digital solutions enhanced with Artificial Intelligence and data driven solution for local SMEs from all the priority sectors from tha Smart Specialisation Strategy but not limited to.

In addition, our purpose is to support digitisation through collaborations with different sectors of activity through clusters and not only and to establish a culture of co-creation of technological joint solutions and products through a trans-sectoral collaboration, in every field from education and creative industries to health or agriculture. Also, our current activities are focused in strengthening the innovation ecosystem and creating and implementing regional strategies based on smart city solutions in order to promote smart specialisation.

Another objective is to identify collaborative projects for digitalisation of all the relevant stakeholders: companies, clusters, research institutes and software companies, public authorities, Universities.in order to stimulate technological innovative capabilities and to create multiple solution for multiple sectorial needs so that the companies can become more COMPETITIVE, INNOVATIVE, DIGITAL and AGILE.

Digital Innovation Zone brings together top digital innovation experts as One-Stop-Shop to help SMEs grasp the digital opportunities providing access to latest knowledge, expertise and technology, business and financing support to implement these innovations. A whole ecosystem as One-Stop-Shop, a regional multi-partner cooperation that brings together the capabilities and creates the linkages with the service providers, olicy makers, funding sources and global network, DIH Network, EEN network and others.

DIH abordează problemele regionale de digitalizare, oferind IMM-urilor un singur ghișeu pentru servicii de digitalizare personalizate în proximitatea lor regională. Coordonatorii oferă, în cel mai bun mod, capacitatea și competențele adecvate pentru a furniza servicii de digitalizare ecosistemului regional, care nu au o percepție clară a beneficiilor digitalizării. Regiunea noastră este o regiune ramasa in urma, dar una dintre cele mai ambițioase în tranformarea provocărilor regionale în oportunități prin utilizarea atitudinii profesionale și a cooperării puternice cu părțile interesate locale și partenerii internaționali, în special în domeniul inovației și dezvoltării ecosistemului antreprenorial. Dovada este în cei 20 de ani de experiență ai Agenției de Dezvoltare Nord-Est.

Principalul nostru accent este pe soluții digitale Artificial Intelligence și soluții data base pentru IMM-urile locale din toate sectoarele prioritare din strategia de specializare inteligentă, dar fără a se limita la.

În plus, scopul nostru este să susținem digitalizarea prin colaborări cu diferite sectoare de activitate prin clustere și nu numai și să instituim o cultură a co-creării de soluții și produse tehnologice comune printr-o colaborare trans-sectorială, în fiecare domeniu de la educație pana la sănătate sau agricultură. De asemenea, activitățile noastre actuale sunt axate pe consolidarea ecosistemului de inovare și crearea și implementarea strategiilor regionale bazate pe soluții inteligente pentru a promova specializarea inteligentă.

Un alt obiectiv este identificarea proiectelor de colaborare pentru digitalizarea tuturor părților interesate relevante: companii, clustere, institute de cercetare și companii de software, autorități publice, Universități.in scopul de a stimula capacitățile inovatoare tehnologice și de a crea soluții multiple pentru nevoile sectoriale multiple, astfel încât companiile poate deveni mai COMPETITIV, INOVATIV, DIGITAL și AGIL.

The North-East Romania DIH ˝Digital Innovation Zone˝ is a big joint venture with many partners (7 private companies, 6 universities, 3 Chambers of Commerce, 3 clusters and the North-East Regional Development Agency) which thrue the years was involved in many regional, national or European initiatives for digitasing industry and public sector. We will briefly describe some of these initiatives:

North East Regional Innovative Cluster for Structural and Molecular Imaging (Imago-Mol), the only medical imaging cluster in Romania and European Union, is a non-governmental, non-profit organization whose objectives are to support the growth of scientific competitiveness of its members and the economic competitiveness of North East Region in the field of medical imaging by developing a framework for cooperation targeting diversification and optimization of services in this specific area.

The cluster was established within the framework of the project “Advanced Medical Imaging on the project, interdisciplinary and integrated by creating a network of Regional Clusters and Development Strategies in Europe”(AMI-4Europe) funded by the European Commission through 7th Framework Programme – Regions of Knowledge by joint decision and contribution of its founding members – University of Medicine and Pharmacy “Grigore T. Popa” Iasi, North-East Regional Development Agency, Emergency County Hospital “St. Spiridon” Iasi, Romsoft SRL Iasi,  Regional Oncology Institute Iasi in order to improve the cooperation in the use of innovative medical imaging and providing quality healthcare services.

The Digital Cities Challenge - In 2017 the European Commission launched the Digital Cities Challenge to help 41 cities across the EU transform their digital policy to make their urban space more enjoyable for everyone. This year the Commission is going a step further to help 100 cities become greener, more social and smarter in the Intelligent Cities Challenge (ICC).

One of these 100 cities is Iasi, the most important IT centres of Romania located in the North-East Region of the country. The members of Digital Innovation Zone are part of the Iasi Digital City Leadership Team.

The North-East ADR team responsible for managing RIS3 assumes the role of catalyst for the implementation and operationalization of the intelligent specialization strategy, proposes the creation of new partnerships through the internationalization of RIS3, the implementation of projects and proposes intelligent development models. It enjoys the support of the Regional Innovation Consortium and that of the Academic Advisory Commission, structures with an increasingly important role for the operationalization of RIS3 North-East through intelligent projects related to the current programming period, but also for the period 2021-2017, when 35% of the allocation will have to meet policy objective 1 - A Smarter Europe (smart and innovative economic transformation).
The Smart Specialisation Strategy for Noth-East Reagion- RIS3 NORD-EST was elaborated by the North-East RDA in a wide partnership with the relevant actors from the academic environment, research institutes, the business environment, local public administration and civil society.
The steps taken to prepare this document were:
a. collecting economic information regarding the regional context and the potential for innovation and shaping
regional profile, over a period of 10 years, including the elaboration of sectoral files for domains of
relevant industrial activity at regional level
b. analysis and interpretation of collected data and preparation of critical regional SWOT analysis
c. defining and implementing the mechanism for selecting the areas of intelligent specialization
d. defining the global vision for the future of the region, identifying the intervention priorities for
intelligent specialization
e. correlating the regional specialization fields with the societal challenges (defining the matrix structure
regional specialization areas) and with the fields included in the European, national and regional strategic documents.

Eastern Romanian Business Support Network project (ERBSN 2015-2020 Business Network) - ERBSN 2015-2020 is practically the continuation of the ERBSN 2008-2014 project developed by a consortium of five partners, of which three business oriented partners and two towards innovation / research-development. Each partner hosts an Enterprise Europe Center providing services in the RO2 Macroregion. All partners have experience in cooperation and work in networks or partnerships, as well as in providing specialized services to the business environment, and in innovation or implementation. of projects funded by different European programs.

The main objective of the ERBSN project is to facilitate SMEs in Macroregion 2 the potential for growth and creation of new jobs by stimulating them to become more sustainable and competitive internationally by increasing the degree of innovation and carrying out innovative projects, as well as promoting Enterprise Europe Network as their main partner in business development.

We designed a unique scalable process in two phases. It is an innovative social business model, where costs are partially covered through hubs not for profit contribution. 

Phase 1 – diagnosis & analysis, using professional assessment tools (maxim 1 month)

Phase 2 – Solution Oriented Innovation Tracks, using a global validated innovation framework with clear deliverables and limited duration, to produce 2-3 business cases. Out of them, the customer will choose at least one for further implementation, with support from the hub.

CUSTOMER: Novamedica Urological Clinic
It is a urological medical clinic founded in 2004 by Conf. Dr. Costica Novac, an expert in general and urological surgery in the north-eastern area of ​​Romania.
THE NEED:
Clinical patients are generally elderly people with poorer health. Some of them are at a distance of 100-200 km from the clinic, in other cities in the region.
Most consultations do not necessarily require medical examination.
THE SOLUTION:
we came to their aid by analyzing the existing situation, understanding the working process and finding and implementing automation and digitization solutions.
The solution implemented came in the following directions:
1. Resolving the need to stop moving patients by implementing an online consultation solution that resolves:
- initial consultations, ensuring a triage of patients
- subsequent consultations that follow only the evolution of the patient's condition
- ""second opinion"" or ""expert opinion"" consultations for remote patients (other cities in the country or diaspora) who have already gone to a consultation and want to receive a second medical opinion or want to receive an expert's opinion
2. Optimizing the communication with the patient and increasing the productivity of the doctors by lowering the cancellation rate, better managing the software calendar and reducing the time required to make a software.
 The solution implemented implies that:
a) Patients can schedule and pay online
- even outside working hours, increasing the number of software and the income of the clinic;
- I can check the available program and place an appointment anytime from any device;
- have the possibility to make software with priority for possible emergencies;
- receive notifications and reminders for the programming done;
- are more satisfied and the rate of return has increased.
b) The management of patients is easier and clearer:
- clear record of programming by intervals by date and time;
- the software overlays disappeared;
- quick access to key patient details;
- automatic notifications with new software;
c) Clients management as a business is more efficient:
- increased productivity (by reducing the risk of cancellation of the programs or that of not filling the free intervals);
- the business can be controlled directly from the phone, on the go (real-time notifications, automatic synchronization with the Google calendar on the phone, and a mobile interface that offers access and control to manage online business processes);
- the level of loading of administrative personnel decreased;

THE NEED:
Companies in the field of constructions and construction of sanitary, thermal, gas, ventilation, water, sewage installations are required by law to produce laborious documentation in the unit under the name of ""Technical book of construction"".
The process of producing this documentation requires time and there is no software to automate and manage this mandatory procedure.
THE SOLUTION:
We helped them develop K-Book, the only software in the field of constructions in Romania that elaborates documents and draws up the ""Technical book of construction"" in accordance with the legislation in force for works in the following fields:

CUSTOMER: Residential real estate developer Breazu
THE NEED:
The client has developed a residential real estate project with over 100 apartments. Some of the apartments sold them as payment in installments to the developer for 10 years.
This generated a need to manage the collection of rates, utility bills and in general a good management of the residential complex. But one of the problems was that the management is in a city other than the complex, which makes it difficult for the management process and flow to be used by third parties and a series of regular trips to the location to verify the reality of the information,
THE SOLUTION:
Following the analysis and consulting process, we identified an automation solution by developing and implementing a remote management software for the residential complex.
Now, with the implementation of the software, all parties involved have benefits. So:
a) Tenants:
- have secure access based on user and password to their account and history;
- see what rates they have to pay;
- I pay the developer rates online;
- receive alerts in case of delay in the payment of the rate or the expenses of the association;
- visualize the water consumption;
- view association invoices;
- I pay the bills online to the association;
- communicate directly by message / email with the administrator of the complex
b) Administrator of the housing association:
- introduces water readings;
- introduces billing elements: water, cleaning, gate, etc.

c) The administrator of the complex:
- introduces / modifies / visualizes the installment rate for all tenants, as well as for each tenant individually;
- manages the collection of online rates
- the validity of collecting the rates automatically by uploading a .csv file by integrating with the bank where it receives the receipts;
- view the payment history of each tenant individually;
- receives alerts in case of delay in payment of the rate or the expenses of association by a tenant;
- visualizes the consumption of utilities of the tenants;
- visualize the association invoices and the reports of receipts related to it;
- communicates directly by message / email with the association administrator and with the tenants of the complex

Codecamp is the first nation-wide IT Conference in Romania, and most likely, the biggest one. ERBSN is a 6-partner consortium covering Macroregion 2 (RO2) in Romania and which objective is to facilitate SMEs located RO2 to increase their contribution to promoting growth and jobs, through becoming more sustainable and internationally competitive, approaching innovation as a possible success driver and developing innovation projects, as well as by continuing to promote EEN as their European business and professional partner.

The RO2 Macroregion comprises two development areas: North-East and South-East, serving 12 counties: Bacau, Botosani, Braila, Buzau, Constanta, Galati, Iasi, Neamt, Tulcea, Vaslui and Vrancea.

To achieve this general objective, ERBSN develops a viable network delivering easy-to-access business and innovation services of excellence for SMEs and other target groups, with European dimension, well embedded into the international Network and the regional environment of business support organizations. ERBSN undertakes all EEN activities – advisory services for SMEs in view of internationalization and becoming more innovative, facilitation of cross-border partnerships, and the provision of a communication channel between SMEs and the EU, as the needs and constraints of the regional SMEs, as well as all 6 partners’ competences and know-how allow and justify their implementation equally across RO2.

To reach as many SMEs as possible, stakeholders and proximity multipliers across RO2 join efforts with ERBSN in promoting the Network and its benefits for SMEs.   • next, we tailor the content to suit the specific audience and their learning objectives and we design the delivery in terms of duration and types of activities;

  • and, after a while, we gather back together in follow up sessions to understand progress, answer questions and plan the next steps.

Collaborative Research

University ""Alexandru Ioan Cuza"" of Iasi (UAIC) has the reputation of being an institution with a research infrastructure which can be compared to those of leading research centers from the entire Europe. In particular, UAIC collaborated in numerous national and international research projects. One of its faculties, the Faculty of Computer Science, has artificial intelligence and human-computer communication in natural language as one of the major areas of interest for collaborative projects. In its most recent project, PrivateSky, the faculty uses an innovative Cloud architecture to facilitate the transfer of research results from the university towards the industry.

One of the collaborators of the Faculty of Computer Science is the Romanian Association of Computational Linguistics (ARLC), aiming at raising awareness and implementing into day to day life new artificial intelligence technologies related to human language. Through various workshops and programs, ARLC has mediated the collaboration between the academic IT research, investors, industry and the market.
