Non-profit organization chaired by François BONNEAU, also president of the Center-Val de Loire region, DEV'UP federates all the regional economic actors, from the region to the groups of cities, from the CESER to the consular chambers, from the public services to the organizations competitiveness clusters of the research network. An unprecedented collective commitment to employment and support for businesses and territories in the region.

A real entry point in the Center-Val de Loire region, the agency supports any business or economic project leader (innovation, implementation, investment, recovery, search for partners, export ...) via its 6 local agencies, its technical, operational and advisory network. Its teams provide tailor-made services for:

• Animation of the territory and management of networks of regional economic actors

• attractiveness of the territory

• International development in particular through European programs

• Support for innovative companies

• Animation of the regional digital ecosystem "French Tech Loire Valley"

• Coordination of the Regional Innovation Strategy for Smart Specialization (RIS3)

DEV'UP and its partners (mentioned below) grouped in consortium, are able to support regional SMEs in their digital transformation in different ways with tailored made services:

Awareness creation:
Through the actions in favor of entrepreneurship, the members of the consortium make future entrepreneurs aware of the specific issues of digital transformation. At events such as Startups Week Ends or Hackathon type programs as well as pitch competitions, project holders are fully informed.
In partnership with the employment houses in the so-called "sensitive" districts of the cities, awareness-raising actions to create businesses in the digital domain are also organized.


Ecosystem building, scouting, brockerage, networking:
On April 3rd, the French government awarded the national French Tech label to the entire regional territory. The application for the French Tech label has been coordinated by DEV'UP. This label marks the recognition that there is a network in the region enabling digital companies to develop.
Based on the good practices identified in the Interreg Europe ESSPO project, a customer journey targeting the digital needs of SMEs will be implemented from 2019 onwards.


Visioning and strategy development for businesses:
In addition, DEV'UP manage the network of economic developers of the Center Val de Loire which has more than 380 members visiting companies and who address digital issues whenever necessary.
As indicated in the various examples, it is common for companies to need strategic advice for their digital arbitrage.


Collaborative researchs:
INSA and university laboratories are encouraged to participate in collaborative projects with regional companies through actions implemented by the competitiveness clusters or collaborative research programs funded by the Region.


Validation and prototyping concept & Testing and validation:
The network of FabLabs distributed throughout the Center Val de Loire region and the Industry Lab based in orleans are platforms that allow project owners or companies to validate and prototype digital solutions that are recommended by the consortium members.

Digital maturity assessment:
Businesses in the region can benefit from free digital diagnosis to identify their needs for digital transformation and develop an action plan to achieve this.
The GIP RECIA has organized training courses for economic developers to be trained in the realization of these diagnoses.


Incubator / acceleration support:
Several structured programs are being developed by DEV'UP, Orleans Loire Valley Technopole and BIC ThePlacebyCCI to help incubate and accelerate projects related to digital technology and implement tailor-made support.
For fast-growing SMEs, a regional accelerator was set up by Bpifrance and the regional council to enable them to become large companies.


Access your funding and investor readiness services
DEV'UP has set up a specific program for regional SMEs wishing to raise funds called "Scale up - access to finance". The agency also organizes  information seminars and B to B appointments with VCs.


Mentoring:
The French Tech Loire Valley Board is made up of 9 digital entrepreneurs who can mentor companies in the digital community. Other mentoring opportunities are proposed during events.


Education and skills
The two Universities of Orleans and Tours and the INSA Center Val de Loire offer a complete set of high-Education courses. Several other organizations labeled "Grande Ecole du Numérique", including CEFIM and Wild Code School, have developed operational and varied training to meet the needs of regional businesses in the digital filed.

The action of DEV'UP and of its partners is strongly linked with the regional innovation strategy (RIS3) adopted in december 2013 who include many measures for digitisation through the RIS3 priority.

Digitisation for ceramics : Pillivuyt

Client Profile:

Established in the Berry for 200 years, the porcelain factory Pillivuyt perpetuates ancestral and artisanal know-how. Pillivuyt products come from a manufacturing 100% Made in France. The manufacture is one of the few to manufacture its own porcelain paste. Over the years, Pillivuyt has been able to innovate by creating different pastas, such as Pillemium paste or Pilliflame paste.

Need analysis:

1. Pillivuyt wishes to develop its traditional brand by highlighting its know-how, its regional attachment and the know how to live in the French BtoB and retail. Three axes were worked on: The development of its products, its communication and its distribution.

After having audited all of its distributors and retail customers, it turns out that to thwart the competition low costs, you have to sell something other than a product: an experience, a dream.

Action plan

Digitisation for ICT providers : Add On Multimedia

Client profile

Founded in 1994 as a service provider in IT development, the company ADD ON was specialized in website’s development in the early 2000s, but eventually gave up this activity. They decided to favor stronger added value services. The investments made to Telecoms activities weighted onto the overall company’s growth during the years 2008 to 2010.

ADD ON had a need to open to new growth perspectives. The Interacting project (SaaS – Software as a Service) was the result of this ambition. Strong of the experience acquired by developing HR applications for its clients (management of reclassification, voluntary departure plans, internal training, and other information tools for employees),  ADD ON realized the opportunity to propose its own products : Interacting, a collaborative solution (on shelf, flexible and autonomous for the animation of communities).

Needs analysis

In order to fasten its development, ADD ON contacted DEVUP. The needs analysis revealed :

Firstly, strengthening the company’s funding to develop this digital project at an international level,

Then, once INTERACTING would be placed on the market, strengthen the company's links to several targeted countries.

Action plan

At the beginning of 2017, ADDON has been granted a loan from the BPI (Banque Publique d’Investissement), completed by the European Investment Bank (EIB) to finance its project.
The product is on sale since March 2018. DEVUP now assists the company in business partnerships (writing a BO), and btob actions, as Addon notably got a place on a (regional) collective stand at the Web Summit show in Portugal in November, 2018.

Faced with marketing difficulties, ADDON also benefited from a “digital marketing” training session to improve their digital skills.

Digitisation for printing industry : EasyFlyer

Client Profile :

Easyflyer is an SME positioned in the niche of 100% online printing, oriented towards 100% customer satisfaction. Accompanying with the creation of the company. The virtualization of the printing profession has involved the setting up of an original organization both front office and back office, user centered to answer the promise of 100% satisfied

Digitisation for retail : Thoonsen Trading

Client profile

Thoonsen Trading has been manufacturing shoplifting and shop fitting solutions since 2004. Its founder Jacky Thoonsen has more than 25 years of experience in the EAS industry (Electronic Article Surveillance). His willingness to find new solutions encouraged him to innovate. He has developed a new set of products thanks to a close collaboration with his customers, so that the solutions fit the needs of their stores in various retail sectors : food, textile, leather goods and bags, etc.

Needs analysis

The needs analysis revealed THOONSEN already had IPR protection (French patents & marks) but were lacking international property that should be developed to secure its business for internationalization.

The needs analysis revealed an ambition to diversify its activity : with the development of a new range of shop fitting solutions, connecting them to a Wireless Network Solution which is a global security solution for retailers.

Action plan

DEVUP signposted the question of IRP protection to the INPI, the French National Institute of Industrial Protection. Jacky Thoonsen benefited from the Masterclass IP training session of INPI. THOONSEN secured its commitment to internationalization with the recognition of its 5 patents in France, 33 in Europe, plus 1 in China, the USA, Russia, and South Africa.

Thanks to DEVUP, the company also benefited from a grant of the region Centre-Val de Loire to finance the development of this project. This digital solution has been integrated in the catalogue since 2017 to be traded internationally.

Digitisation for cosmetics : Téane

Client Profile:

Startup in the cosmetics sector, developing patented organic skin care for pregnant women and babies. Dev’up supported the launch of the brand. The commercial launch strategy was to go through pharmacies and drugstores to build confidence in this new brand in a period of life where women are very attentive to products they use

Need analysis:

The digitisation support is part of global strategic support (R & D, financial engineering including fundraising, marketing strategy).

  • The commercial launch of product range dedicated for cautious customers, whose consumption habits are driven by the need for recommendations, required working on the brand's reputation, in particular by exploiting all the possibilities offered by the social media (bloggers, groups on social networks, digital communication of the brand, etc.
  • Implementation of a multi-channel sales strategy integrating online sales by an own website and digital resellers in addition to the sale through drugstores

Action plan:

  • Acculturation of the manager with the techniques of digital marketing and online sales
  • Support for the implementation of the first digitisation strategy
  • Support for drafting the specifications
  • Linking with service providers (website creation, community management)
