“Tourist behaviour and Policy options” by Anabela MARQUES SANTOS, Territorial Development Unit, JRC

The presentation focuses on showing how COVID-19 health crisis is affecting tourist behaviour and preferences in short and long-term. Recovery seems to be more digital, more sustainable and with less business travels. Understanding “how we can react and make regions more resilient?”, “how to make tourism sector more sustainable?”, “how digital innovation can support sustainability?” and “how can Smart Specialization support the recovery and transitions?” are some of the questions we try to answer.

“An analysis of the role of Smart Specialisation in the pandemic recovery period with early implementation examples” by Caroline COHEN, Territorial Development Unit, JRC

The results of a survey on emerging initiatives to respond to the Covid-19 outbreak will be presented, at regional and national, as well as Smart Specialisation Thematic Partnerships’ level. The presentation also seeks to reflect on the role of Smart Specialisation to the development of sustainable and inclusive models at various territorial levels, in line with the European Green Deal and the Digital transition, and will stress the broad potential of the S3 approach to explore novel opportunities and foster resilient territories, able to adapt to changing environment.

The Covid-19 outbreak has determined symmetrical shocks with asymmetrical impacts. Regional innovation ecosystems are called upon to respond to the regional economic transformation required by the pandemic effect. Tuscany Region has activated several initiatives, supporting the response and recovery of the regional innovation ecosystem, within the framework of the regional S3. Evidence based approach, multilevel governance and territorial engagement, at the core of the regional innovation policies, are confirmed as main drivers for a prompt response and the endeavour for an effective resilience and recovery. The experience of the Technological District for Railway Technologies will then be presented as an attempt to search for an economic recovery path based on territorial excellence and inter-regional collaboration perspectives.

Navarra region has designed a recovery plan based in the participation of all relevant Navarrese stakeholders. The main action lines of this strategic approach will be presented.

“3DP PAN EU: a tool to support manufacturing companies, also in times of crisis” by Wim DE KINDEREN, International Project Manager, Brainport Eindhoven EU Office, The Netherlands

3D printing technology offers many new and unprecedented opportunities to manufacturing companies. Structural collaboration across borders between private businesses and knowledge institutes, facilitated by Smart Specialisation Partnerships, provides an answer to the existing fragmentation of the value chain. Additionally, as was shown during the Covid-19 crisis, it can bring swift answers to acute and unexpected needs of the industry.

Description

The session "Resilience of EU innovation ecosystems" will analyse the various aspects of the impact of COVID-19 on the EU and how S3 models have helped during the lockdown and will help further in the post-crisis transition.

The magnitude of the crisis varies depending on sectoral and/or geographical factors. To assess the specific effects of the crisis, JRC experts will analyse its impact on employment and GDP on EU ecosystems and key S3 priorities. In this connection, the impact of the pandemic on the tourism sector in southern Europe will be assessed. This assessment will assist with the design of medium- and long-term S3 policies.

As well as these medium- and long-term models, it is also relevant to analyse the resilience of EU S3 ecosystems in the short term and their rapid response when the pandemic emerged. To this end, national and regional representatives will present different initiatives to increase coordination and interactions between stakeholders and will introduce examples of the rapid adaptation of business patterns to COVID-19.
