This document is the second paper in a series of three papers on Global Value Chains (GVCs), developed under the auspices of the Joint Research Centre (JRC) of the European Commission. It provides a clear understanding and comparison of existing theories and methodologies for mapping value chains and offer a demonstration of the use of such methodologies in the context of S3 and strategic interventions at regional, national and cluster level. The paper provides an overview of five distinctive theoretical frameworks to global value chain research, and related to them methodologies for mapping GVCs, and analysis of patterns of industry diversification and integration.

Member States that are providing investments into ICT through ESIF funds are obliged to develop a specific Strategy Policy Framework for Digital Growth if the aim is to develop different ICT products and services; and to enhance the demand for ICT.
This Peer Review, launched in November 2015 aimed to provide external advice and operational recommendations to the Moldovan authorities on possible reforms to undertake in the following focus areas: (1) Increasing the efficiency of public R&I funding and the quality of the R&I performing bodies and instruments; (2) Improving the policies for human resources and mobility of researchers; (3) Boosting business innovativeness and science-business links; and, (4) Increasing R&I impact by properly defining the policy instruments. The final report and the recommendations were presented to the Moldovan R&I community on 12 July 2016.

This report describes how the ICT monitoring tool works, how it was developed and makes an initial analysis of planned ESIF investments in ICT using the tool. It points to that ICTs not only constitute an important sector themselves, but are also an important enabler of other sectors. This is why, analysis of ESIF data on planned ICT investments show EUR 12.2 billion encoded in the dedicated TO, but when ICT categories in other TOs are included, this amount almost doubles, to EUR 21.4 billion.
