This event is designed as a Mutual Learning Event where cases showing good practices will be shared and discussed, and where participants may present specific requests and alternative solutions will be debated.
The S3 Thematic Platform Days: Conference and Meetings, co-hosted by the Basque Country, will consist of a joint S3 Thematic Platforms Conference and three independent platform-specific meetings.
The EPPN is organising a specific session with regions to discuss different activities like: • Coordination to future research policy and innovation directions, • Identify and recommend strategy development at European, national and regional level, with particular focus on innovation barriers and the exploitation of pilot production facilities, • Explore Synergies with national, regional initiatives including RTD&I Programming (Smart specialisation), • Establish national and regional contacts that have expressed interest to work with the EPPN • Establish contacts and monitor best international practices related to the pilot production facility development, • Identify Value Chain and Ecosystem development needs related to pilot plants and support further integration.

Given its experimentalist and result-oriented approach, the Smart Specialisation policy concept places a strong emphasis on the role of monitoring within the policy cycle. Monitoring refers to a set of activities regarding the ongoing, systematic collection and elaboration of information to assess progress towards the achievement of policies' intended results and outputs. Monitoring information should be used to enhance policy performance and inform future decision-making processes.
This Workshop is organised in the context of 2018 European Week of Regions and cities
The Smart Specialisation Platform on Energy (S3PEnergy) of JRC was launched in May 2015 as a joint initiative of DG REGIO, DG ENER and JRC, with the main objective of supporting the effective uptake of the Cohesion Policy funds for energy as well as to help regions in the implementation of their smart specialisation strategies.
This conference offers a comprehensive picture of the smart specialisation policy experience, including an evaluation of its early results, and highlights recent developments both conceptually and empirically. Particular attention will be given to implementation challenges and ways to address them, as well as to methodologies for impact assessment. In addition, the conference will explore how smart specialisation engages with global value chains and production networks, and how firms, regions and cities can benefit from relationships across the borders.

Together, they can co-create value for both partners and become a real source of jobs and social impact in Europe. Yet, the potential of value creation through collaboration between these two types of enterprises is not fully exploited.
