The workshop was organized jointly by the Smart Specialisation Platform and the Center Region of Portugal. The purpose of the workshop was to discuss the Opportunities for rural areas in developing and implementing Research and Innovation Strategies for Smart Specialisation (RIS3).
This event was organised in partnership with the UniCredit Foundation. The Competition was launched by Antonio Tajani, Vice-President of the European Commission in charge of Enterprise and Industry together with high-level representatives from Italian authorities and from UniCredit.
Five regions presented their current work on RIS3: Castile and León, Crete, Moravia-Silesia, Nordland and Umbria. The rest of workshop participants acted as 'critical friends' and discussed the strategies of the regions under review. All five regions had a number of shared priorities and common questions in their RIS3 and discussed these in detail during the peer review sessions.
After a presentation of the work of IPTS and expectations and benefits for Smart Specialisation by Alessandro Rainoldi, Head of Knowledge for Growth Unit, short briefings were given about the work towards RIS3 at national level in Denmark and Sweden. Guests from the Swedish regions of Dalarna, Gävleborg, Örebro and Östsam presented their progress on RIS3.
During this workshop, which was organised by the S3 Platform together with the Algarve Regional Development and Coordination Commission, the European regions Algarve (PT), Sicily (IT), Rhone-Alpes (FR) and Kujawsko-Pomorskie (PL) presented their current work on RIS3. The other workshop participants acted as 'critical friends' and discussed the strategies of the four regions under review.
Independently of whether they are developed at regional or national level, the RIS3 are to be understood as a tool for structural change. Designing RIS3 implies a governance mechanism that involves intensively all appropriate levels of stakeholders and decision makers: it should be an exercise that includes policy development by local, regional and national authorities with clearly defined roles and responsibilities and moreover a sound coordination among the levels.
An event at the crossroads between Digital, Cultural and Social Innovation with Steve Wozniak, Richard Florida, Tim Smit, Joanna Shields as keynotes and from the Commision Dave Harmon and Bernd Reichert (both DG RTD), Ann Branch (DG EAC) and JF Aguinaga (DG EMPL) - 450 delegates registered.
The regions Ostrobothnia (FI), Languedoc-Roussillon (FR), Lubelskie (PL) and Piedmont (IT) presented their work on RIS3 while the rest of the workshop participants acted as 'critical friends' and discussed the strategies of the four regions under review.
