Transilvania Digital Innovation Hub is an initiative developed by iTech Transilvania cluster by ARIES T in collaboration with relevant stakeholders in the region: Municipality of Cluj-Napoca, Babeș-Bolyai University, Technical University of Cluj-Napoca, Regional Development Agency North - West, National Institute for Research and Development of Isotopic and Molecular Technologies INCDTIM, AgroTransilvania Cluster, Transilvanian Furniture Cluster, Transilvania Taste Cluster, Transylvania Lifestyle Cluster, Transylvania Energy Cluster (TREC), Transilvania Creative Industries Cluster, etc. This is ian initiative perfectly aligned with the Digital Romania Manifesto, launched in November 2016. Transilvania Digital Innovation Hub mission is to identify collaborative projects for digitalisation of all the relevant stakeholders such as: companies, clusters that activate in various areas (creative industries, agriculture, furniture, energy efficiency and agriculture), research institutes and software companies, public authorities, Universities. For all the interested parts, our objective is to stimulate technological innovative capabilities in order to support them delivering the products/services in the European Digital Single Market. With more than 1300 IT companies, 12 universities and 100 000 students, Cluj is considered a strong regional IT pole, the second after the capital, Bucharest. The development of this digitization initiative in Cluj region represents a first step in supporting an efficient technological development and mapping the city on the European catalogue/map of digitization. In addition, our purpose is to support digitisation through collaborations with different sectors of activity through clusters and not only and to establish a culture of co-creation of technological joint solutions and products through a trans-sectoral collaboration, in every field from education and creative industries to health or agriculture. Also, our current activities are focused in strengthening the innovation ecosystem and creating and implementing regional strategies based on smart city solutions in order to promote smart specialisation. Also we are members in the European Digital Skills and Jobs Coalition. As services, we provide the following: - Support for the creation and implementation of infrastructure projects; - Knowledge and know-how transfer; - Networking activities, workshops for digitization in collaboration with others sectors; - Visibility and promotion for SMEs and start-up communities interested in digitization; - Trainings; - Define fields of action and to advise policy makers; - Development of regional strategies for digitization together with relevant stakeholders; - Exchange experiences, best practices, data and studies; - Business links, business networking; - Internationalization services. CDS, DIHs funded by EU projects in Romania in H2020, is an active member of our cluster, thus of this initiative.

Misiunea Centrului de inovare digitală Transilvania este de a identifica proiecte de digitalizare în scopul de a colabora cu toți stakeholderii relevanți cum ar fi: autoritățile publice, universitățile, clusterele care activează în diferite domenii (eficientizarea energiei, industria mobilieră, industriile creative, noi materiale, etc.), institute de cercetare și companii de software. Pentru toate părțile interesate, obiectivul nostru constă în stimularea capacităților tehnologice și inovative pentru a le susține livrarea de produse și servicii în contextul pieței unice de digitalizare europeană. Cu peste 1300 de companii de IT, 12 universități și 100 000 de studenți, Cluj este considerat un pol regional de IT, clasându-se pe locul al doilea, după capitala, București. Dezvoltarea acestei inițiative de digitalizare în regiune reprezintă un prim pas pentru a susține dezvoltarea tehnologică eficientă și maparea orașului pe harta digitalizării. Mai mult decât atât, scopul nostru este de a susține digitalizarea prin colaborarea cu autoritățile publice locale și cu diferite sectoare de activitate, prin intermediul clusterelor, și nu numai, în special pentru a stabili o cultură care vizează crearea serviciilor și a produselor digitale prin colaborări trans-sectoriale. Totodată, activitățile noastre curente se concentrează pe întărirea ecosistemului regional de inovare si pe crearea și implementarea unei strategii regionale bazate pe soluții de smart city, cu scopul de a promova smart specialization. De asemenea, suntem membri in Coalitia pentru Joburi si Aptitudini Digitale. Ca și servicii, oferim următoarele: -Suport pentru crearea și implementarea proiectelor de infrastructură; -Transfer de cunoștințe și know-how; -Activități de networking și workshop-uri pentru digitalizare în colaborare cu celelalte sectoare; -Creșterea vizibilității și promovarea IMM-urilor și a comunităților de start-up interesate de domeniul digitalizării; -Traininguri; -Definirea domeniilor de acțiune pentru a îndruma actorii cheie din politicile publice; -Dezvoltarea unor strategii regionale de digitalizare împreună cu stakeholderii relevanți; -Schimb de experiențe, bune practici, furnizarea de date și realizarea de studii de piață; -Rețele și conexiuni cu mediul de afaceri; -Internaționalizarea serviciilor. CDS, DIH finantat prin H2020 în România, este un membru activ al clusterului nostru și implicit al acestei initiative.
Link to national or regional initiatives for digitising industry
Transilvania DIH strives to put communities and their needs at the heart of innovation, developing and experimenting with projects and services that involves smart approaches. The main key is to explore a project or an idea from as many angles and perspectives as possible and in order to do this, we involve in the designing phase the private and public sector, academia, users and other interested parties that will have a direct interaction with it.
In order to ensure the flow of innovation and the integration of all parts in the decision-making process, in the exploration phase of the project we get together with all the actors that will interact with it and involve them in the design phase so we will have a more complex overview upon the idea.
A relevant example in this scenario is the participatory budgeting platform, developed along with private companies, public authorities, representatives of Universities and also citizens. Due to the need of getting more involved into developing an innovative ecosystem using the Quadruple Helix model, we have addressed concerns for user experience and shared our findings, thus developing a user-friendly and adaptive platform where citizens and not only can upload projects that will help their community and vote the most innovative ones or the ones that answer to multiple challenges.
The initiative is built to support an efficient technological development and also to provide expertise and technology to industry, mainly to companies from different sectors of activity, clusters, academia and local public authorities. This is meant to increase the competitiveness of the regional economy.
Given the dynamic of the IT industry, Transilvania Digital Innovation Hub brings added value by the fact that we interlink the IT companies from region with other companies that activate in other fields of activity and non-IT companies. The creation of these synergies and links represent a step of a technological development oriented to existing products in various sectors of activity, from education and creative industries to health and agriculture. Digitization of industry is one of the future priorities in our region and this will be acheived through the existing close collaboration for more than four years between the clusters, members of the Transilvanian Clusters Consortium: energy efficency, furniture, creative industries, agriculture, new materials, etc).
Currently we are working at the RIS 3 strategy, along with other relevant actors within our community. The main purpose of the strategy is the economical transformation through innovation, having as main base the sectors and industries that show real potential for digitalisation and are able to respons, with the proper support, to the main challenges launched. The support for our initiative was given by DG Regio and Urban Policy. In the North-West region we are working on developing trans-sectorial collaborations and partnerships, in order to promote the digitalisation of services in other industries - here we have as relevant examples the working groups that we have developed in order to support the transition from outsourcing towards innovation and digitalisation.
We have already developed some solutions on eGovernment (https://bugetareparticipativa.ro, eDelivery Access Point, www.clujbusiness.ro), and we are involved in the design and implementation of Cluj-Napoca’s Smart City Strategy, acting as a catalyser. Moreover, the eHealth group is focused on developing apps that can help patients to reach with more ease doctors and to get a faster diagnosis and also to promote a healthier lifestyle and the Open Mobility one is developing innovative ways using digitalisation as main tool in order to increase the quality of life.
Another relevant example is the co-financed project by the Social European Fund through the Human Capital Operational Progam 2014-2020, where we offer free courses in order to increase the quality of employees, the quality of work and as a forseen outcome, the quality of the market as a whole.
Transilvania DIH is deeply involved in the development and implementation of Cluj-Napoca’s Smart City Strategy, in which we explored the needs of the community and involved citizens in the decision-making process and let them have their say about the things that must be improved and developed in a sustainable and innovative way to increase the quality of life, products and services offered by the Municipality and not only. The added value brought by the team working on this strategy, formed out of NGOs, Universities, public and private entities and citizens, is the fact that the following fields were agreed upon for improvement, using innovation and digitalization as main tools: eGovernance, Open Mobility, eHealth, Sharing Economy, eEducation, interaction with other cities, citizens’ safety, renewable energy, consumer education to reuse, hazard report, risk management, a.o.
As a field of activity, smart city and digitalisation represents a special focus for us, being directly involved in the concept, design and implementation of the Smart City Strategy of Cluj-Napoca, the most technological city of Romania. We thrive in developing a Smart City Strategy were we collaborate intensively with the Municipality of Cluj-Napoca and other relevant stakeholders in order to identify collaborative projects and create partnerships with public and private players.
Within the abovementioned phase, we have experimented with some of the apps to be sure that they are as required and design by the citizens and by their needs and we have received very positive feedback which enabled us to continue on this track. We strongly believe that we can insure the opening of new and great opportunities for community development.
Due to our local and regional coverage, we developed partnerships with cities and entities from the North-West of Transylvania, we have the ability to develop strategic partnerships and engaging in collaboration with counterparts in fields related to IoT, eGovernment, eHealth, eEducation, Industry 4.0 and digitalization, innovation and smart cities solutions. Our city and our country, can represent a great bridgehead and support the road from outsourcing towards innovation.

Business Platform for the Municipality
Living in a dynamic city, the International Affairs and Foreign Investment Department of Cluj-Napoca Municipality considered a need to develop a platform in order to provide expertise in networking individuals and organizations from around the world with our city. As a cluster, we put great emphasize on collaboration between members and in this case our project was aimed to involve different companies from various fields to share resources and knowledge. A success story in this case that should be mentioned is Cluj Business (http://clujbusiness.ro/ ), a project developed by the effort of the management team to bring three IT companies ( Fortech, Comknow, Imprezzio Global) to collaborate together with the Local Authorities of Cluj.
The project aimed to develop an online platform useful to all the businesses and citizens of Cluj-Napoca and create, in real time, a relationship of communication with the business environment. Considering the fact that we live in a digital area, this platform was created in order to connect people and business, to interlink them and also to meet their needs. As an advantage of this platform is to transfer the information to people fast, accurate and in time.
In addition, with direct connections with the Municipality of Cluj-Napoca, we were leaders in organizing the fifth edition of European Commission’s Open Innovation 2.0 Conference in Cluj-Napoca. During those intensive days of co-creation and open practices exchange, around 500 guests from 20 countries attended workshops and seminars, conducted by 70 speakers under the lead theme of Open Innovation 2.0: The Platform for Digital Innovation.

iTech Transilvania Cluster
The iTech Transilvania Cluster has been created to provide a competence center to facilitate the access of companies to new and better training programs (technical and soft-skills) and to support cost efficiency for specialisation programs. In this sense, cluster members worked together to identify a set of training courses, adapted to their human resources needs, most of them in digital field. There are smaller companies that are not able to bring very good trainers because they are expensive and, therefore, our project on trainings has been more than welcome.
Considering the dynamic IT industry of Cluj-Napoca, the companies had to face some challenges:
- How to train people to allow companies to find the appropriate profiles;
- How to determine young people and students to remain in the region and to avoid massive emigration;
- How to open the collaboration between local companies with the ones from abroad in order to stimulate their innovation, in particular in some promising fields like the use of space data, the IoT technologies, etc.
The project aimed to improve the professional skills of IT employees funded through the Competitiveness Operational Program (COP), and the results of this project has brought numerous opportunities for employees of member companies. Over 500 employees attended our trainings and all of them were based on the needs of companies and their employees and to facilitate access to training for members. Cluster members that were interested in developing skills in different subject areas could attend over 50 courses-trainings.
The relation of this training programs with digitization is represented by the fact that, the IT employees had the opportunity to acquire very specific technical skills provided in the form of specialized courses such as HTML, Database Integration Java or open source Automated testing, .NET Core, Essentials of Software Architecture, Sharepoint, etc. All our attention was focused on bringing the best IT trainers, well-prepared and experienced in the area. This achievement was possible due to the good cooperation of members, which recognized the need of investment in human capital.

Support of technology transfer
One of the most successful actions of iTech Transilvania Cluster by ARIES T is to provide integrated business and innovation services focusing on regional priorities and by developing the local network capabilities.
From 2015, iTech Transilvania by ARIES T is member of the European Commission’s Network -Enterprise Europe Network. Through this network we support the digital companies in becoming more innovative from our region by providing specific services: technology requests and offers, support for technology transfer, participation in matchmaking events, internationalization, EU funding and other support services.
Another special focus of this network, correlated with digitization is the use of matchmaking platforms for the brokerage events all over Europe, for all the companies from our region as a tool for business cooperation, partner search, etc.
Moreover, we are working in close cooperation with other clusters form Transylvania region in order to offer digital services for companies from agriculture, energy efficiency, new materials, furniture, creative industries sectors, etc.

INNOVATIVE DIGITALIZED TRANSYLVANIA – AN EXCELLENCE MODEL THROUGH DEVELOPMENT
The purpose of this project is to help to increase the number of employees who benefit from practices and methods that help to increase the quality of work and improve working conditions while promoting a professional and sustainable development of the workforce.
The target group of the project is from the North-West region, consisting of 525 people, out of which:
370 are managers with an individual employment contract (persons who hold management positions), persons involved in the strategic management of enterprises,
55 are entrepreneurs, who manage their own businesses,
100 are employed with individual labor contracts in human resources departments.
The target group was selected according to the needs identified by the SMEs members of Transilvania IT Cluster, needs related to the low level of entrepreneurial skills, the low level of skills needed to develop sustainable development strategies in SMEs, needs for skills improvement to increase individual performance and organizational performance in order to be able to work as efficiently and efficiently as possible in the team and for better collaboration both within the team and with the other members of the association.More details: https://transilvaniait.ro/en/ongoing/
