CybersecRDI: Cybersecurity Research, Development and Innovation Hub, hosted within Innovation Centre Nikola Tesla (ICENT), is the key Croatian facility to support companies to become more competitive by improving their cybersecurity as well as cybersecurity products and services by up-taking education, research, development & innovation activities.

CybersecRDI acts as one-stop-shop, helping Croatian companies to improve their cybersecurity products through efficient orchestrating of various stakeholders in cybersecurity innovation ecosystem such as research institutions, business support institutions and businesses operating in the field of cybersecurity that may contribute to the development and application of advanced cybersecurity solutions. CybersecRDI also provides connections with investors, facilitates access to financing for digital transformations, helps connect users and suppliers of cybersecurity innovations across the value chain and foster synergies between cybersecurity and other key enabling technologies (such as machine learning).

Link to national or regional initiatives for digitising industry

Five thematic priority areas (TPAs) have been identified in the Croatian Smart Specialization Strategy (S3) (https://rio.jrc.ec.europa.eu/en/library/smart-specialisation-strategy-republic-croatia-period-2016-2020-and-action-plan) with relevant technological and production fields:

  • Health and quality of life,
  • Energy and sustainable environment,
  • Transport and mobility,
  • Security, and
  • Food and bio-economy.

Under the TPA Security, Croatia identified sub-thematic priority area (STPA) Cyber security.

The priority of Croatia in the first few years of S3 implementation is to create a climate that is favourable for innovation and to stimulate business sector investments in R&D activities in order to develop new products, services and technologies in the field of cyber security that will enable growth of the Croatian economy in this very high added value field.

The CybersecRDI DIH will serve as a support network and incubator which will increase activities in research and development related to cyber security. It will also serve as a main point of know-how and activities that will increase cyber security in industry, government and reseach institutions.

As such, while doing review of Smart specialization strategy implementation progress by World Bank Croatia, it was recognized as a key enabler for implementation of Smart Specialization Strategy in its part related to cyber security. On the recommendation of World Bank Croatia, CybersecDIH was accepted by Croatian Ministry of Economy, Entrepreneurship and Crafts as one of the activities to be supported in future implementation of Smart specialization strategy of Republic of Croatia.

Cloud security for mobile applications

Oroundo Ltd was established in 2014 with the idea to freshen up the dusty image of culture using modern technology. The result is OROUNDO – the platform for culture and tourism. Today the company has international partners in Austria, Germany, Indonesia, Serbia and Croatia and is still growing. They have around 30 employees at locations in Vienna, Berlin and Banja Luka, Yogyakarta, Rome and Lisbon. Their vision is to become the world’s biggest platform for culture and tourism experiences.

During the platform development Oroundo faced the problem of security of Oroundo’s data and applications that are stored in cloud. Through the matchmaking process provided by CybersecRDI DIH Oroundo found reliable expert partner to solve their problem - University of Zagreb Faculty of Electrical Engineering and Computing, Laboratory for information security and privacy (LISP). The joint project was granted funding from ESIF in summer 2018 and is currently in progress with the expected finish in fall 2021. In order to be able to properly implement the project, Oroundo opened development offices in Zagreb.

The solution to be provided by the LISP is to spread data and applications across several cloud providers and in such way to minimize damage in case data on one cloud provider is compromised or revealed by the cloud provider itself. Through joint cooperation of Oroundo and LISP infrastructure that will support this idea will be developed.

Center of Competency of Industrial Control Systems

CS Computer Systems Ltd was established in 1989, which makes it one of the long-lasting IT companies in the region. In almost 30 years of work, CS has built its position among the leading system integrators on our market. With 120 employees, their annual income is approximately 120 million Kuna. In 2006, the company became the first Croatian company with the widest recognized Information Security Management certificate in the world, ISO27001. CS Computer Systems is currently modern and stable company providing integrated IT services and covering practically all aspects of IT technologies.

The decision of CS Computer Systems to collaborate on research and development projects in order to improve their business processes and products related to the work for Croatian Transmission System Operator Ltd was presented and fostered by CybersecRDI DIH. With the help of DIH partners consortium was formed which includes CS Computer Systems as project coordinator, University of Zagreb Faculty of Electrical Engineering and Computing, Croatian National CERT, Končar KET (large enterprise, the producers of SCADA systems) and Croatian Transmission System Operator Ltd. The consortium applied on Open call for financing centers of competencies under the Croatian Smart Specialization Strategy and is currently waiting for the results.

The problems identified are the lack of understanding of the current infrastructure as well as technical solutions adjusted for industrial control systems. The goals of the joint consortium efforts are solving these problems through collaborative R&D activities of consortium partners. CybersecRDI is giving business and project management support to the consortium.

Next Generation Lawful Interception

Sedam IT Ltd has been present on the IT market since 2003 and is well-known for its innovative solutions and long-term trust of customers from a variety of industries. For the last 15 years, Sedam IT has been focused on complex and multidisciplinary projects, and oriented toward customer needs with projects based on its solutions like Sedam CRM – a solution for managing customer relations, Sedam Karat24 – a solution for managing payment card transactions, Paldesk – an omni-channel cloud solution for communication, Lamaro Digital - solutions for e-learning, and Matison – a solution for the lawful interception of data and voice communications. Since its formation, the company has been recognized by both customers and market analysts and in 2008 it was listed as one of the “Croatian gazelles” – the fastest-growing Croatian companies. In the same year, the company was ranked 25th in Central Europe by Deloitte on its prestigious Deloitte Technology Fast 50 list.

With the help of CybersecRDI DIH matchmaking service Sedam IT approached University of Zagreb Faculty of Electrical Engineering and Computing, Laboratory for information security and privacy (LISP) to propose the collaboration on joint project, as they were preparing for development of next generation lawful interception system capable of sustaining 100G+ speeds. A two-year project funded by ESIF is currently in progress in order to develop efficient algorithms to filter packets and cyber security experts that would take care of system’s security.

Cyber Conflict Simulator

Utilis Ltd is a SME founded in 2002 in Zagreb and specialized in web-based software development and information systems security. The team has experience in developing software solutions in areas such as security, health and safety, healthcare, statistical analysis, project management and IT security auditing. During the last 17 years Utilis had a number of successful projects for various industries, all of which are successfully implemented and used by their customers and partners. Through these projects Utilis gained in-depth knowledge about cyber-security with special emphasis on financial industry which is one of the most demanding regarding cyber-security threats.

University of Zagreb Faculty of Electrical Engineering and Computing, Laboratory for information security and privacy (LISP) participated in NATO cyber-security exercises for several years during which certain problems were identified. Cooperation with Utilis Ltd was agreed in order to build a simulator that will make cyber-security exercises more realistic and easier to setup. In 2018. project financed by ESIF started with the goal to develop simulator that will be used to train incident handlers and managers in general on how to handle incidents. That will make fight against cyber-criminal and other cyber-attacks more efficient and effective. There are several research issues that will be dealt with, among others how to simulate attackers and cyber landscape. CybersecRDI DIH is giving full business as well as education and skills development support.
