Description

The Joint Research Centre of the European Commission, in cooperation with IASP, the International Association of Science Parks and Areas of Innovation organised a workshop The Role of Science Parks in Smart Specialisation.

The workshop was organised in the framework of the JRC-IASP "Science Parks Initiative". It aimed at gathering representatives of European Science Parks and Areas of Innovation and regional policy makers to develop key messages on the role of Science Parks and Areas of Innovation in smart specialisation. Science Parks, by providing connectivity between science and business, are important intermediaries in the innovation chain and can play a role in the development and implementation of Smart Specialisation Strategies.

The study "Setting up, managing and evaluating EU science and technology parks" by David Rowe, funded by the DG REGIO of the European Commission was the background document for the discussion.

The specific objectives of the workshop were:

  • To better understand the opportunities, challenges and obstacles for regions to form collaborative partnerships with Science Parks and Areas of Innovation.
  • To highlight some actual examples of good practices of collaboration between regions and Science parks and Areas of Innovation.
  • To gauge the level of knowledge and preparation among Science Parks and Areas of Innovation on the potential use of EU Structural and Investment Funds to exploit their R&D&I potentials.
  • To disseminate the results of the workshop among regions, Science Parks and Areas of Innovation, policy makers, and other stakeholders.

The methods of discussions were interactive, to make the most of the knowledge and experiences of all participants. The aim is to allow participants to reflect on each other's perspectives, in order to develop approaches that can work in the different institutional contexts.

The intended results of the workshop were:

  • better understanding of the opportunities for collaboration between regions and Science Parks in the new programming period of EU funding.
  • set of key messages for dissemination through the Smart Specialisation Platform (S3P).
