Background Information

As of 2016, many EU regions and Member States moved on from the development of RIS3 strategies to their implementation. The RIS3 approach suggests a country/region should be able to identify its competitive advantages through systematic comparisons with other countries/regions, mapping their national and the international context in search of examples to learn from, or to mark a difference with, and performing effective benchmarking. Moreover, each country/region should be able to identify relevant linkages and flows of goods, services and knowledge revealing possible patterns of integration with partner regions. This is important in the case of both developed and for less developed countries/ regions that would often require to source know-how and technology from elsewhere.

In this context the significance and role of Global Value Chains (GVC) merit consideration. The position of various regional/national players within global value chains in this respect is a crucial element to be considered. This type of analysis is particularly important as the S3 concept warns against 'blind' duplication of investments in other European regions. Any such blind duplication of efforts could lead to excessive fragmentation, loss of synergy potential, and ultimately could hamper the reach of the critical mass required for success. On the contrary, interregional collaboration should be pursued whenever similarities or complementarities with other regions are detected.

There are at least two key reasons to have a participatory discussion about the next steps regarding them with S3P members:

Reason 1: as many EU regions and nations are now moving on to the RIS3 implementation phase, they are facing two new challenges:
(1) what is a good way to combine S3 objectives and principles in future calls?
(2) what should and can be done to ensure a continuous Entrepreneurial Discovery Process (EDP) supports the ongoing evolution of the S3 priority areas?

Reason 2: A recent study carried out by the S3 Platform suggests that many EU regions and Member States are addressing RIS3 priorities in a number of key areas of potential growth. A joint and integrated approach is necessary to ensure strong cross-regional cooperation with a particular focus on making better use of clusters and fostering industrial modernisation. As a result, the ultimate objective here is to facilitate concrete cross-regional innovation that could be supported through the European Structural and Investment Funds, Horizon2020, COSME and European Fund for Strategic Investments (EFSI). To support the demand for support in this area, the European Commission is currently establishing a number of specific thematic S3 platforms in a number of such areas, including Industrial Modernisation and Investment and Agri-Food.


What to expect from this workshop

One objective is to open up a discussion with the national and regional policy makers on the above-mentioned issues related to the implementation of RIS3 in Poland and elsewhere in the EU. We also would like to use this opportunity to learn about the importance of the global value chain approach in the S3 context and other regions'/countries' experiences in this area.
